Another Obama legacy may soon be water under the bridge.

The Environmental Protection Agency on Tuesday took its first official steps to rescind the Clean Water Rule, a 2015 regulation enacted by former President Barack Obama that protects drinking water for 117 million people.

EPA chief Scott Pruitt, unveiling a 42-page proposal to redefine “waters of the United States,” called it a “significant action to return power to the states and provide regulatory certainty to our nation’s farmers and businesses.”

“This is the first step in the two-step process to redefine ‘waters of the U.S.’ and we are committed to moving through this re-evaluation to quickly provide regulatory certainty, in a way that is thoughtful, transparent and collaborative with other agencies and the public,” he said.

Pruitt in 2015 had sued the EPA over the regulation while serving as Oklahoma’s attorney general.
