The House has voted to block two of President Obama’s clean air efforts.

On a 242-180 vote, representatives approved a bill to repeal the Environmental Protection Agency’s Clean Power Plan for existing power plants.  The House then voted 235-188 to block EPA’s rules governing emissions from new power plants.  The Senate passed identical legislation two weeks ago.

The Clean Power Plan requires states to cut carbon emissions by 32 percent by the year 2030. Opponents of the EPA rules say they will drive up electric rates, undercut the reliability of the electrical grid and hamper economic growth.

The President has promised to veto the bills, neither passed by a veto-proof margin.

Twenty-five states are also challenging the plan in court charging the EPA does not have the authority to implement the rules. Several utilities and coal mining interests are suing the EPA as well.
