ITC Slaps Russia With `Dumping' Charge

On Aug. 4, the U.S. International Trade Commission agreed that importation of Russian solid-fertilizer-grade ammonium nitrate has materially injured the domestic ammonium nitrate industry.

The investigation was initiated on the basis of an antidumping petition filed July 23 by the Committee for Fair Ammonium Nitrate Trade, a coalition of U.S. producers of solid fertilizer-grade ammonium nitrate.

The ITC's vote follows an affirmative finding June 30 by the U.S. Dept. of Commerce that Russian ammonium nitrate is being sold in the U.S. at unfairly low or "dumped" prices.
